If you log into your account then menu - manage your device. Ensure roaming and international calls are activated.

If your roaming and international calling are set up in your My EE account, and you're still having problems, I recommend searching for an available network manually.
|iPhone||Settings > Mobile Data > Network Selection > Turn off Automatic|
|Android||Settings > More Networks > Mobile Networks > Network Operators > Tap OK|
|Windows||Windows – Settings > Mobile Network > Network Selection > Tap on start manual search|
