My mum is currently on holiday (EU) and cannot make or receive calls. She has activated roaming (text 150) and it says she is set up. She has tried restarting. It’s a personal account. Could someone please PM me to help fix this.

Can she send or receive texts? Can she use data?
She may still be able to enable roaming in her online a/c under Manage Devices. If not, she will need to call EE. Use the landline nos. in my sig.

Thanks for coming here for help.
Your Mum should be able to activate this within her My EE account.
To do this log into My EE account online, not the app.
Then go to Menu > Manage Device > Call abroad and Premium Rate,
This will need to be ticked for her to make international calls when abroad.
If she is unable to activate this, a chat option will pop up when logged into the account.
