Add On Data still apply fair usage policy in Europe

Understand there is an fair usage policy in Europe using EE sim data plan which 15GB domestic allowance only. 

My question here is related to add on data plan for 4GEE. 

Refer to the Link that there is an add on data plan called "20GB" as below, do the "fair usage policy" also applied to the add on data plan while roaming in Europe so I only have "15 GB" only?

@anthonydominic  Its 15GB even with the add on.    So if you have 10GB on your tariff and you purchase a 10GB add on you’ll only use 5GB if it.

Just want to reconfirm is it also applied to "pay as you go" plan or "monthly" plan only?

Thanks again. Actually, I am using the EE sim card pay as you go for short term usage in Europe and I am targeting to use the data around 30GB. 

Any possible I can work on this with top-up/add on data or I need another sim card?

Yes, you would need another SIM card if you need to use over 15GB.
