How do I port out of EE and back in when my iPhone is locked to EE?

I have purchased a new iPhone with an EE sim but did not go via the upgrade option on my old contract as I got a cheaper deal with a third party provider. I wish to keep my original number and transfer it to the new EE sim for my new phone BUT I have been told I have to port out and then port back in via a pay and go sim from a different network provider. However, I cannot do this as my iPhone is locked to EE. So is there any way I can transfer my existing number to my new sim contract and iPhone?

You don't need to run the PAYG SIM in your phone, just to have a PAYG a/c with the other network, for which you ask them for the PAC to give to EE.
