Topping up PAYG 4G mobile

I've recently had PAYG 4G mobile wifi installed in a mobile home that I own. My brother is going to stay there and has offered to buy an add-on to cover the data he uses while he is there. Can he use his own debit card to buy an add-on from the add-on.ee.co.uk page even though he is not the account holder?

He can certainly top-up at an ATM, but I'm not sure if he can do it thro' EE unless he has your login details.
