How do I set up a new number and send data to it useing my app on family use

You can't gift data from/to PAYG. It's only available to contracts.

Is this for an existing EE pay monthly number? Is it billed on your EE account?

Yes its my sons number that is billed to my account 

You don't need to set anything up, if it's billed to the same account it will show upon the Family section on the App, from there you can Control the Plans you have and gift Data etc
