I live in Canada but I have a EE SIM card for when I travel to Europe. I have a 20 pound credit on my account but when I try to add a pack, it keeps telling me that they are unable to process the request right now. Any advice??

When was the last time any chargeable activity was made from the SIM?
Is there a chance your SIM may be in hibernation or disconnected?
