EE billing and Google Play store - transaction declined

I'm trying to use EE billing for Goggle Play store purchases on my Pixel XL 2 phone and I get the following:

 

Error

Transaction was declined

 

I have enough funds to complete the purchase on my EE payg account and I have made purchases in the past without any issues.

 

Is anyone experiencing the same issue?

@Daelas: On PAYG you will need to ask EE to lift the Charge to Mobile bar.

If you give us a call on 150 from an EE phone or 0800 079 8586 from any other phone.

 

They will be able to get this looked into for you.

It says SMS verification text can not bee sent when I try to enable ee billing
