what does "outstanding request to legal contract" mean?

HELP!

When I try to change my billing address on My EE (Orange) I get an error and the message that there is an "outstanding request to change the legal contract." Where does this come from? I cannot top up until I change the billing address as the address on the account is corrupted (and hence does not match my credit cards). I cannot call the helpline as there is no credit on the PAYG phone. I am in Greece and have no other phone or nearby EE shop.
