A few years ago I had an EE account but closed it due to moving carrier. I bought a new IPhone X on contract with EE on 20/11 and received the phone a week ago. When I tried to log onto my account (which uses the same email as before) it just states account closed. Why has this not been reopened with new account details?

You have to set up a new account. Or call CS on 150 and ask them to delete your old account.
