Are you referring to My EE? If so, have you registered or tried to log in here? If not, please do so.
If you have only just signed up you may need to wait a short while before you can log in. Sometimes My EE, just like any service, can get the hiccups meaning it may be down so I would also advise you to try logging in again in a few hours.
