@Urbanspaceman: You see the horizontal line of symbols in the image below going from:

"EE Community"        to       "Blog"?

 

Most of them are drop-down menus of the various subject forums when you hover over them.

 

Choose an appropriate 1 for the Q you want to ask & click on it.

Then Click on the "START A NEW TOPIC" button to get up the form in which to write your Q.

To start a new thread, choose an appropriate forum from the drop-down Menu bars near the top under the Search bar & then click "Start a New Topic" button.

 

You will get notifications (a number near your avatar near top L) when others reply.
