I have tried accessing the ESTA website through EE WIFI, but constantly get the message "the site can't be reached, took too long to respond". The website is up and running as I can access it on my phone through 4G with wifi turned off. I have contacted EE customer support, but they can't offer any help. I'd be really grateful if anyone's got any possible solutions.

I think there must me an issue at their end (or somewhere along the way at least) as I'm also unable to access it here using my Sky broadband connection as well.
Though I can also access it on my EE mobile on 4G, as soon as I turn on WiFi (my Sky broadband connection) the page again fails to load?
I suggest you just use your 4G connection for now if you need to go through a new application or update an existing one.

Yes, https://esta.cbp.dhs.gov/ seems to have been unreachable from EE BB for at least 2 weeks but it's also being found to be down by Down For Everyone Or Just Me , a popular site for checking these things, which is not using the EE BB network.
It's not just you! http://esta.cbp.dhs.gov looks down from here.

The website is not down, as It works fine for me, as it did a couple weeks ago when someone else reported it, as it does for others above..
The isssue could possible a firewall setting, or a restriction in the router, or something else I have not thought about..

Hi @Lee_H - must admit I am currently using the Google DNS, but wasn't last time the issue came up I wasn't.

@Mustrum: There's nowt in router to prevent any site, unless you put it there yourself.
Yes, @Lee_H, worth try switching the DNS settings in router to Manual with a public DNS:
Open DNS : 18.104.22.168 & 22.214.171.124 Google DNS: 126.96.36.199 & 188.8.131.52 Norton DNS: 184.108.40.206 & 220.127.116.11
