Why can't I access my hosting server?

I have a hosted web/email service with a company called HostPapa and I am unable to access their server.  If I connect to my VPN I can connect for both web and email, without the VPN I just get timeouts and can't even ping the IP address so its not just DNS (have tried a different DNS provider too but no help)

For DNS I have tried Google, OpenDNS and of course EEs but I think I’ve sorted it. After your trace route result were pretty much identical up to the last step I began to think my requests were being rejected by the server. I decided to turn off my router for 30mins to allow my public IP to return to the pool and hopefully pick up a different one.  Well I restarted the router, got a new IP address and can now access the server, bit weird really but I’ll be raising it with my hosting provider.
