Yes, if you are ceasing to have BB at your home completely. However if you want to move it to another ISP you should not contact EE at all but apply to your new ISP who should take care of everything bar your final bill.

very strange as i thought the same but called EE and they said its only 14 days required

Ah, yes, it is only 14 days notice required now when you are stopping BB completely.
