I’ve used the Travel Pass before without issue in India, last being in Aug 2017.
However i’m back in India and it’s saying i am out of data/have no data and the only option for me is to buy 100mb at £8.
I did text travel before i left - and had confirmation it is on my out.
how do i sort this? Will i be reimbursed for the money i’m spending on 100mb data add ons??

Have you upgraded to an EE Max plan since you last went abroad? The TDP is not available for those plans, for some unknown reason.
