I am a iPhone 6 Plus user and using £15 pay as you go data packs. I am traveling in Paris now with my parents but this trouble ya a lot as I can not get online with my phone.
the service provider in Paris is shown “Bouygues” . I don’t know what’s the problem.
@Lo_ho_yin If you a payg user then nothing about your account is stopping you from accessing online content.
Have you enabled Data roaming within the device? It’s in Settings>Mobile Data>Mobile Data Options>Toggle on data Roaming.

As well as following @Chris_B's helpful advice, could you please try the troubleshooting steps below?:-
Try re-booting your device
Try turning 4G off in ‘settings’
Perform a manual network search:-
