Help with completing the unlocking process of iPhone 4 on ios7?

I made a request to EE to unlock my Apple iPhone 4 at the end of November because I want to use an overseas sim card in the phone.  About 5 days later, I received a text message from EE saying "Hi from the EE Unlocking Team.  Please visit  and follow the instructions to complete the unlock of your Apple device."  When I visit the website, it says: 


If you have a non-EE SIM Card follow these steps:

  1. Insert a non-EE SIM card.
  2. Complete the setup process.

If you do not currently have another SIM card you can use, follow these steps to complete the process:

  1. Back up your iPhone.
  2. Erase your iPhone.
  3. Complete the setup assistant and restore your backup.

It took me longer than planned to get my foreign SIM card sorted but I now have this and have inserted it into the phone, step 1 above.  No messages have come up telling me what to do next and my new SIM has not activated.  How exactly do I perform step 2 - 'complete the set-up process'?

Have you tried to restore it via itunes then try these instructions? 



To contact EE Customer Services dial 150 From your EE mobile or 07953 966 250 from any other phone.

EE standard opening hours are 8am to 9pm weekday, 8am to 8pm on weekends.
