I'm moving to a place with no mobile signal so I'll need to use my home wifi. The ee website suggests that I have to buy a new phone from ee to call over wifi, but I know other networks provide the service to all models of phone. Is there a way to get ee wifi calling on my Sony Xperia X Compact or am I best just switching networks?

EE VOWIFI service is activated via android firmware from EE or via certain manufacturers on non EE firmware devices. In theory it could be activated by all but it's not what EE work.
If you check under the dialer settings or in settings and the option isn't available then unless you flash EE firmware or upgrade your handset then this service will not be available to you.
Other carrier do provide this same service, and of course its your decision if you want to leave.

Any idea if EE are planning on extending wifi calling to customers whose phones were not directly purchased from EE at any point?

@Pau1 If any device at present doesn’t have it and it’s not from EE you’ll not get it.
