They can but they pay whatever their network charges for their International calls.
An EE International SIM has nowt to do with their calling but is for you making International calls from the UK.

Was told by EE store yesterday that an international sim would not work as it would still have a uk number, this gets really fun. My bank need to verify that I am who I say I am, asking for an international mobile number to text me so I can set up online banking. Bottom line. Will an EE international SIM card work in this instance? And thanks for responses.

You asked about USA nos calling you. Is your bank a USA one?
If you bank is asking for an International no. give them your UK no. as +447......... .
