Dual sim - is my EE sim trying to use data?

I have a dual sim iPhone, and I'm abroad:

-My primary sim that uses data is a local sim

-My secondary sim for calls/texts is my EE sim

-I have data roaming switched off on the secondary sim (EE)

-I have Cellular Data Switching off

 

But I get these texts from EE which makes me think the EE sim is somehow trying to access data occasionally. Am I right?

they are just standard texts you get while roaming.
