just upgraded from samsung s6 to s9. notification says 'sim not provisioned' and i can't make calls. when i try it says 'not registered on network'

I know how frustrating it can be when things don't work as they are supposed to.
I would advise contacting EE - you can view your contact options here
Also, if you urgently need to make phone calls, are you able to access a laptop or computer, a tablet or possibly (this may or may not work without the SIM card working properly) use the S9 on WiFi to use a service like Skype.
