We had experienced an issue yesterday with SMS but it was not affecting WIFI.
Before I can point you in the direction if the correct team, please may I know if you have turned off the handset and back on?
Even try popping the device into airplane mode and back out.

my daughter was travelling from Israel to London and was unable to use the phone txt msg for the entire 5 days. This resulted in her being forced to use her Israeli phone, which incurred a lot of money per txt.
I understand you had issues with txt's, and should be fair with your customers by reimbursing at least half of what I paid.
