MMS uses your mobile data connection so it needs to be turned on to send and receive them. You do not need an active data allowance or add on to send or receive them it just needs to be turned on at the time.

Mobile data needs to be turned on. Also, check your MMS settings are filled in and correct. The location varies phone to phone, but you can usually find the settings at:
Settings - connections - mobile networks - Access Point Name.
See below for up to date APN settings for EE : http://apn-settings.com/uk/ee-apn-settings/
If you cannot edit the EE APN, then just click options and select NEW APN.
Phone may need to be restarted for changes to take effect.
