Why am I unable to make a call when my app is showing 96 minutes

My app is showing 96 minutes but when I try to make a call it says zero balance ?

To contact EE Customer Services dial 150 From your EE mobile or 07953 966 250 from any other phone.

EE standard opening hours are 8am to 9pm weekday, 8am to 8pm on weekends.

Where are you calling? When in UK your 96 mins are only for UK mobiles & 01, 02 & 03 landlines.
