Phone is broke trying to upgrade how do i receive PIN? No phone,

Hi 

My iPhone 6SE broke will not turn on, I am trying to upgrade rather than claim on the insurance as the premium is nearly as high as the upgrade fee. I am trying to upgrade to Samsung S8 but for security purposes it wants me to type in the PIN that is sent to my current unable to turn on iPhone. Can it be sent to an email or different number at all?
