I'm not able to purchase an add-on as it requires the data roaming to be on! I can do everything via wifi, but am out of reach of that many hours of the day.

You may need to activate roaming and international calls in your My EE account.
To do this can you log into your My EE account online and go to Menu > Manage Device > Roaming and Call Abroad and Premium Rate.
If this is not showing as ticked, can you activate this within your My EE?
This can take up to 24 hours to update for you.
You will also have an option to chat within your My EE account if the above doesn't work for you.
Let us know how you get on.

I've checked all those things and had a chat. Am being sent something within next 24 hrs which he hopes will fix it, so I must wait and see

Finally spoke to someone at EE today, and an 18 min call sorted it. Had hoped not to have to spend money on getting an answer, but it's now working. Hurrah!
