If I am on Pay As You Go, am I able to buy a contract phone outright?

I am currently on PAYG and I am looking at buying a new phone. Would I be able to buy a phone avaliable on contract (like the Samsung Galaxy S8) outright to use for PAYG.

No, if it's on contract it's not outright. That's the whole idea of contract. You can buy any EE PAYG phone outright or look online or in shops like CPW for any unlocked phone you can buy outright. You can then use your existing PAYG SIM in any of them.

You are able to purchase the handset via an EE store as a pay as you go.
