Are you sure?
It can take 24 hours for the service to fully activate. If after this time it still doesn't work then you will need to speak to CS via EE international number on another device, or live chat.

Have you tried manually connecting to another network?
|iPhone||Settings > Mobile Data > Network Selection > Turn off Automatic|
|Android||Settings > More Networks > Mobile Networks > Network Operators > Tap OK|
|Windows||Windows – Settings > Mobile Network > Network Selection > Tap on start manual search|
