Can you give this a try?
If you log into MyEE and go to Manage device, make sure you have activated roaming and international calls. Or If you have the MyEE app, go to usage controls, activate use phone abroad and make international and premium calls
Have you enabled roaming in your network settings too, and maybe rebooted? If none of this works, let us know and we'll see what else we can come up with!
