I want to buy stuff from google play storeout of my topup credit but it wont let me is the some sort of setting ?

Open your play store app.
Down the bottom you will see the Account click on that then payment method select mobile billing.
You will get a text to verify follow instructions on that text.
I hope it will help you set it up.

Please try that again Open Google Play, go to My Account, Payment Methods, Add Payment Method, Mobile Billing
Turn your phone off and on again try this method.

With some mobile devices and service plans, you can charge purchases to your carrier bill.
When you buy something, you'll see the charge on your carrier account after 15 minutes.
Note: You may see an SMS (text message) starting with "DCB_Association" on your phone when you sign up for direct carrier billing. The DCB_Association message is automatically generated and sent to complete enrollment in direct carrier billing for your Google Play account.
If you don't see a carrier billing option, keep in mind:
Check with your carrier to make sure:
Purchases that aren't successfully authorized with your carrier are immediately cancelled. For help with unsuccessful direct carrier billing purchases, contact your mobile service provider.
Please can you confirm EE pay as you go support Google play purchase with pay as you go credit.

You need to click on top left side of your Google play store app then down bottom you will see Account.
Click on that.
Then you will be on this page click on payment method then it will take you on next page.
Click on use subscribe billing.
After that you will receive a text.
And you are ready to go.
You need to Fallow this process then you can go on app purchase when app ask you payment option click on mobile billing.

I will suggest you to call customer services on 150 and ask them if your premium content or third party purchase block.
Ask them to allow you to purchase third party content through your mobile billing.
