I have a Nokia 7.1 (purchased SIM Free, not direct from EE), I have managed to update to Pie (by using a SIM from 3, EE SIM would not 'find' update).
When I check for updates, it checks, says 'Your system is up to date', Android version 9, security patch level, 1 Janurary 2019
As Google release monthly updates for Pie (my research indicates March 2019 is the latest security update).
Does EE 'block' updates to Pie?
When will March 2019 update be available over the air on EE network?

@tomkn As you device is not from EE EE don’t push updates out to your device.

Looking in Settings / About Phone what does it say for Service Provider SW, three letter codes separated by slashes?

Thanks Chris_B, but this phone is Android One, carriers should have no influence over the updates, they come from Google.
EE did not allow the update from Oreo (8) to Pie (9), but with a Three SIM, Pie update immediately appeared.

SIM Status – EE Wi-Fi Calling
Build Number – 00WW_3_45A_SP01
Service Provider SW – this is not there, maybe as the phone was SIM free, not from EE

Nokia don't seem to have released the March update to many models yet. Not sure why.
(Service Provider SW is a Samsung thing. On A Nokia look in About phone and tap on Android Version.)
