I purchased a 4GEE mobile broadband for my parents to use with a facebook portal and i want to know How can I check the baLance and top up data if I don't have the device.

Is the contract in your name? If so it should appear as another number on: https://myaccount.ee.co.uk/ or on the My EE mobile app.
If it's not under your name, the easiest way to check would be to go to: http://add-on.ee.co.uk/ on any device that is connected to the 4GEE device, which should the display the usage statistics and provide an option to buy more data if needed.

You can see the balances by registering a MyEE a/c for it.
You could try using Fast Top Up to top it up.
