why Can’t shared data access mobile data

My husband and I share a mobile data allowance but he cannot get mobile data access for safari etc

@DebEE  Has he allowed the apps to use cellular data on the device?  Look in settings>Mobile data and scroll down the toggle should be green to allow the apps to use cellular data. And mobile data needs to be switched on at the top of that same page.
