hi, my account holder has blocked me from using data for the past month, however, it was unblocked yesterday early morning but still is not working. I thought it was possible it might be the kind of change that takes 24 hours to register and it would be working today, but still having issues. My phone works fine on Wifi and i am able to check how much data i have available and it appears to be working even though it is not

Hello and welcome to the community.
Have you rebooted your phone as sometimes that seems to help with this kinda thing?
If that does not resolve it, getting the account holder to contact customer service is probably the best advice.
