Resolved! Data Gifting not working

I have been trying to gift data all morning but I cannot seem to do it.I get a warning "Sorry, we can't show this device's data right now. Please try again later."There is no indication  of how long this will take, or what the problem is.

Using Google Messages abroad

Hi. I'm taking a trip to Kenya in the new year and I was wondering if I will be charged for using Google Messages abroad? Would WhatsApp be a better solution?  I will be using both on wifi.What options would there be for calling from abroad?
