I've been into the EE shop to ask why, but have been told it's because the signal in Oxford is poor - this is happening all over the country to me. Whichever app I'm trying to use, I get a message saying 'Could not activate mobile data network'. When I use my phone abroad (obviously on a different network), I don't have a problem which makes me think the phone is set up correctly. Any advice would be appreciated.
