Why can't I get internet connection even when I have 4g symbol

I've been into the EE shop to ask why, but have been told it's because the signal in Oxford is poor - this is happening all over the country to me.  Whichever app I'm trying to use, I get a message saying 'Could not activate mobile data network'.  When I use my phone abroad (obviously on a different network), I don't have a problem which makes me think the phone is set up correctly.  Any advice would be appreciated.

Could you try resetting your network settings please?

 

Tap Settings > General > Reset > Reset Network Settings > Follow the prompts.

Is mobile data switched off within your phone settings?

 

What kind of phone do you have?

I have an iPhone 6s and the mobile data is switched on as well a roaming.
