I get similar, or worse speeds in London most of the time on EE.
There's so many factors involved in why you could be getting slow speeds though, it may not be something in EEs control.

I live in one of the most densely populated streets in the UK. I'm surrounded by tall buildings and new ones are going up all the time. All MNOs need to do more to improve signal but I understand why this isn't easy or quick. I use wifi calling at home, and I don't really need fast speeds most of the time, but it's enough for browsing and normal use.

Due to the nature of mobile networks operating over radio, areas can differ in performance. On our last London network performance trip, a friend and I got nearly 100mbps average download on EE with a 90th percentile at 170mbps. That's not to say there weren't one or two places with performance on the lower end of things.
Your speedtest was to a Hull server so presumed you're near Hull where EE has a majorly high end deployment which provides usually stellar experience. Hence my asking where you had issues.

I would love those speeds never happens and you get told maintenance in the area been maintenance for months just a fob off response

Grimsby does have a few legacy sites dotted around, or at least it did last time I was there. Performance on the Band 7 sites (Freshney place and Albion Street) were decent aswell.
