Can any one help , my company have upgraded me with the samsung j3 2017 model and I can't get on to 4G when I have no Wi-Fi,

Both indoors and outside , I have every thing turned on ,

As well as checking the network status checker that @Chris_B referred to, could you also check to make sure mobile data is activated on your phone?:
Settings > Data Usage > Mobile Data > ON
