Log into your MyEE app then Settings - Content lock - Change to off. Restart your device.
It should work now.

Are you with us on pay as you go or pay monthly?
If pay monthly, does content lock show as active in your My EE account.
Log into your My EE online > Menu > Manage Device > Data Content Controls.
Are they showing as off?
