On the 20th of August I've received my new data, but since than my apps don't refresh cause there is no internet connection, even though I can still use my internet browser.
I've restarted my phone, but nothing changed.

If you can use your browser then you must have an Internet connection. Is it any particular apps, like social sites?

FAB Messenger, Instagram and Twitter are not refreshing plus certain sites been blocked in my browser.
I've checked the parental lock in EE app, but it's not been changed.

Could be your Switching Content Lock OFF or ON . It is switched on on new & upgraded contracts & seems to affect social sites. Try switching it to STRICT, reboot your device and then switching it to OFF.
