So my content lock is off entirely, i have confirmed this on my parent account and through calling the 150 number, yet i still cannot access ANY of my data and have not used any of it what so ever.
when i do attempt to turn on my data im met with a screen that reads:
"You're currently blocled from using data."
Urgent help as it has been like for 3 days, Thanks

If you can't use data at all, it can't be anything to do with Content Lock. That only restricts a limited no. of iffy sites.
Do you have Mobile Data set ON on your mobile?

If this handset is part of your parents account, you would need them to give our customer services team a quick call.
The team will look into the account to make show there is no data bars.
