I watch data

I have a apple I watch 4 and my daughter has a apple I watch 3 and they both now show no data what’s the reason for this as tried to be rectified by EE but no one can sort it and Apple have ran checks and informed me it’s the carrier at fault here I’m paying for a service for which I’m not receiving yes I have unpaired and paired loads of times but can any one help with this please.
