Since arriving in Paris earlier today I have been unable to get anything other than an Edge connection. I have tried switching to all other available networks and it's made no difference.
Is there something I need to do?
I have the Everything Pack pay-as-you-go package

What phone do you have? If an iPhone then try resetting your network under settings.
Also EE arn't response for networks abroad.

Thanks so much. That worked. The phone was setup at one of your stores for this trip so I assumed all the settings would have been checked. I didn't realise there was a data roaming setting.

I'd advise to look at that, to see if any of the hints, tips and tricks could help you first.

I have followed those steps. I have an android phone that is not capable of4g.
Still stuck on Edge

@Eishman You might be in a place that doesn’t have a good if at all 3G signal.

Yes. I have been traveling around the city.
Unfortunately the only difference is the strength of the Edge signal.
I get nothing faster than Edge

I would try to search for networks manually and see if the phone findes other networks and what bands 2G, 3G or 4G and try to log in manually into one of the other networks.
Restarting the phone sometimes helps.
Also check the Network mode is not set to 2G only, but LTE/WCDMA/GSM mode ....
I would expect that in Paris one of the operators would have 4G+
