What phone are you using?
Does this happen within one specific area? if yes, please check the Network Status Checker for any reported problems.
Do you have data enabled within your phone settings?
Are you able to use apps that require data fine?

I'm using Samsung Galaxy S10, it happens in any location and I can use other apps. It's almost as if they are content locked despite having no content lock on.

Does it show your content lock is switched off within your My EE?
Are you able to perform a soft reset to see if this resolves the problem?
