'Could not activate mobile data network'

I am expecting a text to say my Sim has been updated within 24 hours of the sim being inserted in the phone. It has now been 4 days. I cannot access the internet as I receive the following message 'Could not activate mobile data network'. I have tried resetting the network settings etc and nothing is working. I can however text and call. Please help
