I have had the same data plan for 7 years, never changed my usage and never ran out of data. I have had to buy additional data twice a month for the last 2 months. Should I cancel my contract and go elsewhere?

Why not just change your plan if you need more data as you must be able to upgrade to a better plan than the one you have now.
As for your second point, it's up to you if you want to leave, not really a question anyone else can answer.

Hello and Welcome.
If you contact EE, they'll probably be able to offer you a much better deal in terms of more data for less money. Certainly, I've got some pretty great prices when I've called up.
