@Amy95 4G is a network type connection so do you have 3G showing on the device ?
do you have any signal showing on the device?

Log into your on line account and then Menu - Manage Device - make sure you have activated roaming and international calls.
From the MyEE app Current Usage - Controls - activate use phone abroad and make international and premium calls

Are you able to use your phone at all? Please follow the advice above. If you're still not getting connected, try manually selecting a different available network:
|iPhone||Settings > Mobile Data > Network Selection > Turn off Automatic|
|Android||Settings > More Networks > Mobile Networks > Network Operators > Tap OK|
|Windows||Windows – Settings > Mobile Network > Network Selection > Tap on start manual search|
