eSim activation needs a PIN

I need an eSim activation but it needs a PIN sent to my phone number. I cannot receive the PIN without an active eSim. What a stupid system! Obviously my phone is not working. How do I get past this? Thanks

You need an active SIM to receive any text messages.

Are you changing from a physical to an electronic SIM?
